C. A. "Neal" Pickett was born on December 22, 1902, in Houston, Texas, to Cornelius D. Pickett and Margaret Moody Pickett. In 1916, he organized the first troop of Boy Scouts in Brazoria and served as patrol leader. On April 18, 1927, Pickett married Margaret Yarborough and three children were born to them, Margaret Ann, Patricia Jane, and Neal Yarborough Pickett.
Career highlights of Pickett include: Manager of the Mount Pleasant Chamber of Commerce, 1927-1930; Secretary-Manager of Houston Insurance Exchange, 1930-1935; Executive Vice President of the Lumberman's Association of Texas, 1935-1941; Mayor of Houston, 1941-1943; American Red Cross, military welfare, 1943-1946; Vice President of Realty Mortgage Corporation, 1946-1961; Director of the Federal Housing Administration, 1961-1967; and First Executive Director of the Deep East Texas Development Council, 1967-1972.
